- Vinking Marine Enterprises and Port Harmon Authority (companies Keeping/Merkel invested in using WCN flagship);
- Cecil Stein (former president/owner of Vinkiing/Port Harmon and recipient of Keeping/Merkel embezzled funds);
- Royal Bank of Canada manager at Water Street Main Branch in Stephenville;
- Charlo Airport and Port Au Port officials; and
- Defendants Theresa Keeping and Dale Merkel.
